DUE TO TECHNICALITIES
Remember Al Capone? He is the infamous US mobster in the 1920, symbol of the collapse of US peace and order. He was into big time gambling, prostitution, smuggling, drugs, murder, etc. Name it, he had it. He was never indicted or convicted because of “technicalities”, protected by friends and connections with corrupt government officials.
DUE TO PATRIOTISM
A patriot by the name of Eliot Ness of the US IRS with the help of a dedicated judge through judiciary court litigation relentlessly pinned down Al Capone to conviction. Guess What? It was from an erroneous income tax return (tax evasion), relatively much smaller compared to his (Al Capone) illegal activities.
I am not certain what laws Messrs, Cuevas and Binay are referring to when speaking of “rule of law”. Someone asked, “Is it Civil Law for the rich, or Criminal Law for the poor? An unemployed worker robs a bank of a few thousand dollars and goes to federal prison for untold years. A Wall Street mogul (or men in robe) robs banks (or the people) of untold millions and never sees the inside of a courtroom (if ever, walks away)”.
The stories are legion; the outcomes well-known.
